Walkthrough[]
There are 18 racket bosses total, but only 16 can be recruited; Merle Jackson and Chester Moreau can only be killed. You must recruit all the rest to gain this achievement. Remember you must wiretap the district, or at least the sector where the racket boss is located, in order to recruit them.
