It's a shame he gets whacked but that's open to debate. because the story ends when Joe and Vito gets into seperate cars Vito gets in Leon Galantes car and Joe gets in the other. Dialogue at the end implies that Joe is off to get whacked and Vito is off to get Promoted. I think he got killed and good riddance as far as I’m concerned. If Vito was going to succeed in the business he was going to have to stop hanging around with Joe. From the moment he was introduced in the game I thought he was going to be trouble. Every mistake Vito made was on account of Joe, he’s far to hot headed to be anything but trouble. Joe's Possible Death

D:> Joe is one of my favorite characters in Mafia 2 next to Vito, Henry, and Eddie. At the end of the game, when Leo says to Vito "Sorry kid. Joe wasn't part of our deal", was it because the Vinci's don't forgive him and also Mr. Chu for the murder of Mr. Wong as well as the Triads? Starting from the beginning of the 3rd game, Vito has to come up with a way to have the Vinci's forgive Joe and not let his best friend die before his very eyes.

Joe could be a reference to a real person

If you played the whole game. You notice in some missions where joe wears a long raincoat/jacket and a hat that looks like a beret. It makes me think that Joe is based off the greatest gangster ever lived, Al Capone. The way he talks, the fact that he's Italian, He likes the Tommy gun, the fact that he's chubby and maybe short and his facial features. This could be added to the Trivia about Joe resembling Al Capone.

Joe's Fate

At the ending, should we note the fact that Joe has a .38 Revolver with him whilst inside the vehicle? This is important since Joe can possibly be killed ("whacked"), pardoned or possibly he may flee using the revolver. Joe Barbaro appears towards the end of Mafia III alongside Leo Galante. This video pretty much confirms that it's him: This means that after the drive in Mafia II, they negotiated a different deal with him or he escaped but somehow got back on terms with Leo and the commission. I feel that we have enough evidence to confirm that Joe Barbaro features at the end of Mafia III by the car with Leo. The scar on the chin and the way he looks at the camera are both crucial evidence, his posture, the way he walks and his likeness all carry enough evidence, it's too resemblant for it not to be him. Vito clearly states that Joe was killed in Chicago after beating his captors and leaving Empire Bay. There's no way Joe would be working for Leo when he was the one that wanted him dead. There is nothing crucial about how the guy looks at the camera at the end, it's just a passing glance at Lincoln as the scene ends.
