- "Any idiot can work a needle. But gettin' someone to work a cock, that's another story."
- — Merle Jackson
Merle "Trigger" Jackson is the Racket Boss of the prostitution racket in Delray Hollow and a member of the Dixie Mafia. A sadist and a pimp, Merle uses smack to keep his girls compliant. He takes pride in knowing that if rich white men want to experience "exotic" sex, they'll come to him first.
After the elimination of the Black Mob, Giorgi Marcano hands the Hollow over to the Dixie Mafia. They quickly take over Perla's Nightclub and turn it into a brothel, where the black women of the Hollow are forced into sexual slavery to please the desires of paying white customers.
Jackson uses Doc Horse to keep the whores strung out on heroin, calling them his "thoroughbreds" because they're his main money makers. Being wasted out of their minds day and night makes them willing to do just about anything.
He has his pimps, "Rooster" Desaulniers and "Dirty" Gert Delong, running smaller operations with the girls who've washed out of Doucet's. His cousin Rooster oversees a small sex shack, while Delong puts the girls to work at a two-bit hotel further south.
In 1968, Jackson's racket was taken over by Lincoln Clay, who was working with inside information he received from Charles Laveau. Lincoln damaged Merle's prostitution operation by freeing his "thoroughbreds", killing his pimps, and damaging the racket's assets. Once everything fell apart, Jackson resurfaced, giving Lincoln the opportunity to confront him. After successfully infiltrating Doucet's, Lincoln killed Jackson and handed the operation over to Cassandra.
