Background[]
Jennifer "Clicks" Moran is a supervisor for the telephone company that services the greater New Bordeaux area. Formerly employed by the Black Mob, she now runs interference on behalf of the Haitian Mob by unplugging switchboards and redirecting incoming calls as needed, thereby providing a means of keeping the New Bordeaux Police Department from getting wise to the Mob's operations and giving her associates an edge over their competitors. Moran has mentored many of the younger operators in her department and keeps them well-paid on the side, so you can count on her being able to disconnect any call regardless of who's making it.
Current Operations[]
Moran will provide Lincoln Clay with the Operator perk if he gives Cassandra control over a certain percentage of districts and rackets. When the perk is activated, Moran will temporarily disable phone service in the immediate area, preventing civilian witnesses from calling the police or enemies from calling in reinforcements. With upgrades, Moran will be able to shut off service for longer periods of time and can even keep a line open so Lincoln can call for his own reinforcements when he's in a tough spot.
