Hillwood is the residential area of Empire Bay. It is where all of the elite live. The majority of the residents of Hillwood seem to be quite wealthy due to the expensive looking houses in the area. Hillwood is also home to the Hillwood Sign and the Planatarium owned by Carlo Falcone. Hillwood has 2 houses owned by Triad Lieutenants and are heavily guarded (Guarded in a mission only). Hillwood is one of Empire Bay's two neutral territories, the other being Greenfield, meaning there is no gang presence despite criminals residing in the area and Carlo Falcone owning a planetarium there.
