It is a federal government building located in Empire Bay. It's a U.S. government facility tasked with stabilizing the civilian economy by implementing price controls and rationing essential items, like food and gasoline.
Its safe, which seems to be the only area used for containment, contains various rations which were to be distributed to the people of Empire Bay. It is only accessible in the mission Enemy of the State, where Vito needs to steal 10,000 gallons worth of gas stamps. The only known employee is Maria Agnello.
