The Federal Bureau of Investigation or FBI, casually referred to as 'the Feds', is an agency of the United States Department of Justice that serves as both a federal criminal investigative body and an internal intelligence agency. They are only mentioned, apart from the appearal of the FBI agents guarding Thomas Angelo after his murder which was carried out by Joe in Stairway to Heaven, but are highly important to the story.

In the appearal in Stairway to Heaven, the FBI agents drive a beige colored Shubert Beverly and carry the machine gun M1A1 Thompson. The FBI agents are of the same difficulty level as any other enemy, their car is un-tuned and is lacking any special features.
