The Empire Bay Courthouse is a large courthouse in West Side, Empire Bay. Vito Scaletta was tried here for stealing gas stamps in chapter 3 Enemy of the State. He was sentenced to 10 years in prison by the judge at the beginning of chapter 6 Time Well Spent.

Following the rendezvous with Luca Gurino at Freddy's Bar in Little Italy, after Joe Barbaro has murdered the chief witness, cinematic action depicts the sentencing of Vito Scaletta in the courthouse, with Joe, Vito's family members Maria and Francesca Scaletta present.
