He works for Derek Pappalardo as a dock worker, and has been giving him and Steve Coyne some problems. When Vito Scaletta is collecting the "barbers" fee from the workers, Bill refuses to pay and challenges Vito to a fight, which Vito wins and knocks him out cold. Afterward, Derek boosts Vito's cut, commending him for the victory and remarking that even Steve got beat by Bill in an earlier fight.
